Seoul, Korea - Financial Supervisory Commission (FSC) announced on the 22nd that the government and Saenuri Party finalized a plan to legalize the trade of gold by establishment of gold commodity trade market. According to the plan, a gold trade market in the similar form as stock exchange market will be established within Korea Exchange in the first quarter next year.
Korea Exchange will be in charge of creating standard contract on the operation of gold commodity market and will take charge of general operation, including execution of commodity sales agreements and settlement. Korea Securities Depository (KSD) will act as the storage for the gold. The businesses and financial institutions that qualify certain financial requirements can sign up to become a member of the gold commodity market. The personal investors can trade in the market through the brokerage by financial investment companies who are also the members to the market. The gold is to be traded by competitive bidding, as the stocks are traded, and to be traded in a small unit (1 to 10 grams) to promote the participation of personal investors. The withdrawal of actual gold will be made in 1 kilogram unit, only when asked by the owner.
Together with the establishment of gold commodity market, the government is to start crackdown on underground gold trade. The Jewry retail business that sells or buys gold is to be added to the list of businesses mandated to issue cash receipts.
A FSC officer commented, "the Commission will actively seek to stop the underground trade of gold, by strengthening tax audits and crackdowns on gold smuggling."
내년 초 '금 거래소'설립한다
금을 주식처럼 공개된 시장에서 거래할 수 있는 금 현물 시장(금 거래소)이 내년 1분기 설립된다. 최경환 새누리당 원내대표와 김기현 정책위의장, 신제윤 금융위원장은 22일 국회에서 당정협의를 열어 금 현물 시장 개설 등 금거래 양성화 방안을 논의했다.금융위원회는 정부와 새누리당의 당정협의에서 이같은 내용을 골자로 한 `금 현물시장 개설 등을 통한 금거래 양성화 방안`을 확정했다고 밝혔다. 이에 따라 내년 1분기 한국거래소에 증권시장과 유사한 형태의 금 현물 시장이 개설된다.
한국거래소는 금 현물시장 운영에 관한 약관을 제정하고 상품 매매계약의 체결과 청산 등 운영전반을, 한국예탁결제원은 금 상품의 보관과 인출 업무를 담당한다. 재무 요건이 일정수준을 충족하는 금 관련 사업자와 금융사는 금 현물시장 회원으로 가입할 수 있다. 제련, 정련, 수입업자와 도·소매 유통업자, 세공업자가 해당된다.
개인투자자는 회원인 금융투자업자의 중개를 통해 금 현물시장을 이용할 수 있다. 매매 방식은 증권시장과 같이 경쟁매매방식을 채택한다. 개인투자자의 참여를 활성화하기 위해 매매 단위는 소량(1∼10g)으로 설정할 방침이다. 다만 금 실물의 인출은 소유자가 인도를 요청한 경우에 한해 1kg 단위로만 허용한다.
금 현물시장 활성화를 위한 관세와 법인세 감면도 추진된다. 최초로 수입된 금에 한해 관세를 받되 이들 물량이 금 거래소에서 매도가 확인 될 경우 차기 수입분 중 매도한 물량 만큼에 대해 0%의 관세를 적용키로 했다. 또 금 사업자들의 현물인수도를 수반한 금 현물시장 이용정도에 따라 법인세(소득세) 공제혜택을 부여해 시장 활성화를 유도한다는 방침이다.
시장이 정착될 때까지 한시적으로 거래수수료와 보관수수료를 면제하고 회원 중개(위탁매매)수수료도 최저수준으로 책정할 방침이다. 정부는 금 거래소 설립과 함께 음성적인 금 거래 차단에도 나선다. 내년부터 금을 취급하는 귀금속 소매업종을 현금영수증 의무발급대상으로 추가할 계획이다. 개인사업자의 전자세금계산서 발급의무 대상도 수입금액 기준 10억원에서 3억원 수준으로 확대한다.
금융위 관계자는 “금의 음성거래를 통해 세금 포탈과 부당이익 편취 관행이 만연한 만큼 이를 적극 개선할 것”이라며 “세무조사 뿐만 아니라 밀수단속 등도 강화할 계획”이라고 밝혔다.
