The 2014 United Nations Public Service Forum, Day and Awards Ceremony will be held at KINTEX in Gyeonggi Province from June 23 to 26.
Celebrating UN Public Service Day, which falls on June 23, the UN and the Ministry of Security and Public Administration (MOSPA) will jointly hold the forum and awards ceremony under the banner of "Innovating governance for sustainable development and happiness of the people."
About 1,000 guests from some 100 countries, including President Park Geun-hye and heads of the UN, international organizations, government agencies, and public administration institutions are to participate in the event.
The UN General Assembly designated June 23 as the Public Service Day with the intention of celebrating the value and virtue of public service in the community; highlight the contribution of public service in the development process; recognize the work of public servants, and encourage young people to pursue careers in the public sector, a ministry official said.
Since the first Awards Ceremony in 2003, the UN has received an increasing number of submissions to host from all around the world. Last year the forum and the ceremony took place in Manama in the Kingdom of Bahrain, from June 24 to 27 with attendance of some 800 guests from 100 countries.
The United Nations Public Service Forum is the largest international event boasting of ultimate authority in the public administration field. It is designed to share advanced administration and model cases in global society and seek directions for future development.
The Forum is organized by the United Nations Department of Economic and Social Affairs (UNDESA) and Division for Public Administration and Development Management (DPADM) in partnership with the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women).
During the forum, the UN presents the United Nations Public Service Award to government agencies that show high efficiency progress in civil service, including e-government agencies, for contributing to the involvement of citizens in public life.
During the event period, the MOSPA plans to hold workshops under the topics of e-government, administration innovation (government 3.0), and international development cooperation, the official said.
Such various events, including tailor-made a study tours by group and exhibitions, will also accompany the international forum.
The ministry also projects to operate a Korean Exhibition Hall separately during the global event period with the attendance of the central government, local governments, and private enterprises, he said.
The public service awards will be given in four fields - improvement of delivery method of public administration; promotion of citizens' participation in policy decision; pan-governmental approach method in an era of informatization; and the acceleration of gender-sensitive delivery of public service.
The standards of the awards selection are efficiency, high quality, citizens' feedback, accessibility, equality, public private partnership, innovation, and the introduction of new concept in the field for improvement of delivery method of public administration.
For the field of promoting citizens' participation in policy decision, the UN will evaluate responsiveness, acceleration of participation through the introduction of new technology, online participation, innovation, and introduction of new concept.
In the sector of pan-governmental approach method in an era of informatization, the selection standards are harmony of policy and program, propulsion of regulations and institutional tools for service integration, organization's achievement, mutual use, promotion of open-type standards, and promotion of cooperation between the government and citizens.
For the field to accelerate gender-sensitive delivery of public service, the UN will evaluate high quality in case of delivering public service to women, responsibility, acceleration of transparency, and actions to cope with female demands.
