SEOUL, KOREA – Efforts are underway to enact Creative Economy Realization Act (tentative name). A creative economy implementation team will be formed within the Ministry of Future Creation and Science and a creative economy category will be added to the government’s budget plan.
Creative Economy Realization Act will contain a creative economy master plan on inter-ministry collaboration and cooperation between ministries and the private sector, the setup of a creative economy planning team and ways to foster creative convergence experts.
An official from the Blue House said, “Relevant laws related to the realization of a creative economy has been scattered among different ministries. We will eliminate inefficient elements though legal demand surveys and discover areas where regulation easing and system improvement are needed.”
Creative Economy Advisory Team, consisting of experts from each sector, will be formed under the Blue House’s senior secretary for future strategies to establish plans, unearth policy tasks and evaluate performance.
Creative Economy Implementation Team will be set up within the Ministry of Future Creation and each ministry will name one of its director generals Creative Economy Officer. Creative Economy Implementation Team will be run in the form of a consultative body through inter-ministry working-level meetings attended by creative economy officers.
An official from the creative economy taskforce said, “We are currently working on the development of a creative economy index to comprehensively, periodically measure the degree of progress in creative economy policy projects.”

창조경제특별법 제정...창조경제추진단 신설..밑그림 완성
창조경제법이 제정된다. 미래창조과학부 내에 `창조경제추진단`이 신설되고 정부예산 내 창조경제 전용 카테고리가 구성된다.
7일 본지가 청와대로부터 단독 입수한 `창조경제 실현계획(안)`에 따르면 창조경제 생태계 조성을 위한 `창조경제실현특별법(가칭)`이 제정된다.
특별법에는 범부처•민관 협업의 창조경제 실현 종합계획을 비롯해 창조경제기획단의 설치와 창의 융합인재 양성 방안 등이 담긴다. 또 범부처적 제도의 수립•적용이 필요한 분야와 통합 추진이 가능한 분야 등이 명시된다. 청와대 관계자는 “창조경제 실현에 필요한 관련 법령이 현재 각 부처로 산재된 상태”라며 “법률 수요조사를 거쳐 이에 대한 비효율성을 제거하고 부처별 규제 완화와 제도 개선 등의 사항을 발굴할 것”이라고 말했다.
추진 체계 확립을 위해서는 청와대 미래전략수석실 산하에 분야별 전문가로 구성된 `창조경제자문단`을 운영, 계획수립과 정책과제 발굴, 성과평가 등을 자문 받는다.
미래창조과학부 내에는 `창조경제추진단`이 신설된다. 단장은 실장급이 맡는다. 각 부처는 국장급 공무원을 `창조경제 담당관`으로 지정한다. 추진단은 이들로 구성된 `관계부처 실무회의`를 통해 협의체 형식으로 운영된다. 추진단의 간사는 미래부가 담당한다.
청와대는 창조경제 실현의 추진동력 확보를 위해 정부예산 내 별도의 `창조경제` 카테고리를 구성한다는 방침이다. 이로써 내년도 전용 예산을 조기 확보한다. 올해 사업은 우선 추진이 필요한 프로젝트 위주로, 정부 예산 절감과 추경 편성 등을 바탕으로 지원한다.
`창조창업기금`도 신규 조성된다. 재원은 정부 연구개발 출연금과 기술료 수입, 민간 투자금 등이다. 창업 성공 시 정부투자 지분 원금 매입과 이익배당금의 한시적 비과세 등도 추진된다. 이 밖에 청와대는 `창조경제 종합포털(가칭 크리에이티브 코리아)`을 구축, 창조경제 구현의 종합 창구로 활용한다는 방침이다. 종합포털을 통해 `창조경제 실현 50대 과제`를 발굴하고 창조경제 실현 과정의 국민적 공감대를 형성한다.
창조경제TF 관계자는 “창조경제정책의 성과를 종합적•주기적으로 측정•평가할 수 있는 `창조경제지수`를 개발 중”이라며 “창조경제 목표별 달성 여부를 측정할 성과지표를 발굴, 이를 각 부처 업무평가에 활용할 것”이라고 말했다.
청와대는 오는 15일 박근혜 대통령에게 `창조경제 실현 계획안`을 최종 보고한다. 이후 박 대통령이 직접 참석하는 `창조경제 비전 선포식`을 개최, 창조경제 구현 종합계획을 최종 발표한다.
