Seoul, Korea -Professor Park teaches IT classes in a private university in Seoul. He received a text message from a government corporation asking if he could participate as an evaluator for an IT system implementation bidding to be held on the very next day. Having a previous appointment on that day, he had to turn the offer down, and later heard that a professor from school of public administration evaluated the IT proposal.
There are many problems on how the contractors are selected in the biddings for IT system implementation and operation by government offices and corporations. Like in the case of Prof. Park, too many evaluation committees are formed by a text message on a day before the proposal presentation. The government offices explain the reason is to maintain secrecy to assure a fair competition, but abrupt requests produces too many rejections, and there are many cases in which non-experts evaluate the proposals.
Evaluations by non-professionals end up putting small companies on a significant disadvantage, claims the trade. While it is almost impossible for a small company with low visibility to make the non-professional evaluators fully understand its real strength, the big companies with deep pockets can PR themselves to the future candidates before presentations.
Also the proposal evaluation time given to any evaluator is just too short. Government published a guideline for implementation and operation of an IT system in 2011, specifying the time to evaluate proposals. According to the guideline, a proposal is to be evaluated for 90 to 180 minutes, depending on the project size, if the proposal is not distributed to the evaluators in advance. An evaluator selected for a project smaller than KRW 1 billion will have 90 minutes to review the whole proposal and 15 minutes to listen to the proposal presentation. Professional or not, it is way too short for anyone to make a professional evaluation.
공공기관 정보사업 사업자 평가에 비전문가 `바글`
서울 소재 사립대에서 정보기술(IT)을 가르치는 박 교수는 최근 한 공기업으로부터 문자메시지를 받았다. 다음 날 진행되는 정보시스템 구축사업자 선정 평가에 참여해 달라는 내용이었다. 당일 선약이 있었던 박 교수는 정중하게 거절했다. 며칠 후 박 교수는 평가위원으로 사업과 무관한 행정학과 교수가 참여했다는 소식을 전해 들었다.
행정•공공기관이 정보시스템 구축•운영사업을 추진하는 과정에서 진행하는 사업자 선정을 위한 평가 방식에 문제가 많다는 목소리가 높다. 박 교수 사례처럼 해당 기관이 평가 하루 전 의뢰 문자를 보내 선착순으로 평가위원회를 구성하는 경우가 허다하기 때문이다. 공정경쟁을 위한 보안유지 차원의 조치라지만 일정상 이유 등으로 참여가 저조해 비전문가들이 평가위원으로 선정되는 사례가 빈번하다.
비전문가들이 평가에 참여하면서 결국 손해를 보는 것은 중소기업이라는 게 업계 주장이다. 인지도가 낮은 중소기업이 한 번의 발표로 비전문가에게 자사 경쟁력을 이해시키는 게 어렵다는 설명이다. 자금력 있는 중견•대기업들은 평소 평가위원 후보군에 직•간접 로비 활동을 벌이지만 중소기업은 여력이 없어 불리하다는 목소리도 나온다.
평가위원이 제안서를 평가할 수 있는 시간도 부족하다. 정부는 지난 2011년 `정보시스템 구축•운영 지침`을 제정해 제안서 검토 시간을 명시했다. 제안서 사전 배포가 이뤄지지 않을 경우 사업 규모에 따라 90~180분까지 검토 시간이 주어진다. 10억원 미만 사업의 평가위원으로 선정될 경우 90분의 제안서 검토와 약 15분의 발표만 듣고 점수를 매겨야 하는 상황이다. 비전문가는 물론이고 전문가에게도 부족한 시간이라는 지적이다.
업계 한 관계자는 “비전문가들이 평가에 참가해 질문꺼리를 찾지 못해 헤매다가 터무니 없는 얘기만 하고 나오는 경우도 적지 않다”며 “전문가 풀(Pool)이 어떻게 구성된 건지 의문”이라고 말했다.
업계는 평가위원 선정 여부에 대한 보안 정책을 강화해 전문가 참여를 늘리고 제안서 평가 시간을 연장해야 한다고 주장했다. 전문가 풀 확대와 평가 횟수의 확대, 공무원이 평가과정 전반을 관리하는 책임제 도입 등을 해결방안으로 제시했다.
김상욱 충북대학교 경영정보학과 교수는 “사업 특성에 따른 전문가 풀을 제대로 구성해 이 중에서 평가위원을 선정해야 한다”며 “지금 방식으로는 제대로 된 평가도, 공정경쟁 확립도 어렵다”고 말했다.
