Seoul, Korea -The IT solution deigned to save energy has come under a limelight, as Green Building Construction Support Act has been effectuated recently, and Proof of Energy Consumption System was initiated subsequently. The new system mandates an energy efficiency certificate to be attached to the documents for sales of a property, disclosing the property’s rates of energy efficiency and consumption. Green Building Construction Support Act that went to effect in last February is established around this system.
Government is planning to implement the system this year, subjecting the commercial properties with gross area of 3,000 square meters and the collective housing complexes in Seoul with 500 or more households. The scope of application will be expanded in phases in the future, covering all residential and non-residential buildings nationwide from 2017. With the system in place, the seller or landlord of buildings can use the energy efficiency certificate as their marketing tool, and the IT industry is eyeing building energy management system (BEMS) to leverage the opportunity. BEMS is the solution that allows buildings to use energy in most efficient ways by monitoring the energy consumption status of high-consumption facilities, such as lights and air conditioners, and collects data thereof. While the global companies, including IBM, Cisco and Siemens, have built their presence in the market, major Korean companies, such as SK Telecom, POSCO ICT, Samsung Electronics and LG Electronics, also set foot in the business.
SK Telecom is promoting the Cloud BEMS business which monitors and analyzes a building’s energy consumption on a real-time basis, by connecting the lights, air conditioners and ventilators to the centralized control room.
POSCO ICT has developed an energy management system called ‘HEE’ together with POSCO Construction, and Samsung Electronics developed a BEMS platform called ‘Gensis.’ LG Electronics, in consortium with Shinra University, had been appointed as the supporting operator for BEMS Promotion Project owned by MOLIT and KEMCO last year.

녹색건축물 조성지원법이 시행되면서 정보기술(IT) 업계의 기대가 높아졌다. 부동산 거래시 `에너지 효율등급 평가서`를 의무 첨부하도록 해 에너지 절약을 위한 IT 도입이 늘어날 것으로 예상되기 때문이다.
8일 업계에 따르면 녹색건축물 조성지원법 시행으로 `에너지소비 증명제도`가 시작되면서 에너지 절약 IT 솔루션이 각광받고 있다. 에너지소비 증명제도는 부동산 거래시 에너지 성능과 사용량 등을 표기한 에너지 효율등급 평가서를 의무 첨부하는 것이 골자다. 지난 2월 시행된 녹색건축물 조성지원법의 핵심 내용이다.
정부는 올해 서울 소재 500가구 이상 공동주택과 연면적 3000㎡ 이상 업무시설을 대상으로 제도를 시행하고, 단계적으로 적용 범위를 확대한다. 2017년부터는 전국의 모든 주거용•비주거용 건축물이 대상에 포함된다. 제도 시행으로 건축물 매도•임대인은 높은 에너지 효율을 홍보자료로 활용할 수 있게 됐다. 반대로 에너지 효율이 낮을 경우 거래에 불이익을 받을 것으로 보인다.
제도 시행으로 가장 주목받는 IT 솔루션은 건물에너지관리시스템(BEMS)이다. BEMS는 건물 조명•시스템에어컨•난방 등 에너지 설비의 사용 현황을 모니터링하고 데이터를 취합해 효율적인 에너지 소비를 가능하게 하는 솔루션이다. IBM•시스코•지멘스 등 해외 업체가 시장을 선점한 가운데 SK텔레콤•포스코ICT•삼성전자•LG전자 등 국내 대기업도 사업에 뛰어들었다.
SK텔레콤은 조명, 냉•난방기, 공조설비 운전 현황을 중앙관리센터와 연결해 건물 에너지 사용량을 실시간 분석하는 클라우딩 BEMS 사업을 추진하고 있다.
지난 3월 서울시병원회와 병원 에너지 효율 개선을 위한 클라우드 BEMS 사업 추진 협약을 맺었다. 이후 본격적인 사업 추진을 위해 주주총회를 거쳐 기계설비공사업 등 건설업을 사업목적에 추가했다.
포스코ICT는 포스코건설과 에너지관리시스템 `희`를, 삼성전자는 BEMS 플랫폼 `젠시스`를 개발했다. LG전자는 지난해 신라대학교와 함께 국토해양부•에너지관리공단이 주관하는 BEMS 시범 보급사업 보조사업자로 선정된 바 있다.
BEMS 외에 전력 사용량을 송수신하고 시간대별 요금을 알려주는 스마트미터, 통신 기능을 갖춘 대기전력 차단기기, 절전형 가전제품 등이 주목받고 있다. 대기전력 차단 콘센트를 생산하는 이지세이버는 기존 제품에 IT를 접목한 `지능형 전원 관제 시스템`을 개발하기도 했다.
양기출 이지세이버 사장은 “건물 에너지 절약을 위해 IT를 접목하는 것은 세계적인 추세”라며 “녹색건축물 조성지원법 시행으로 IT 업계도 한층 탄력을 받을 것”이라고 말했다.
