Seoul, Korea - Ministry of Trade, Industry and Energy (MOTIE), together with three private banks, IBK, KEB and KB and Korea Trade Insurance Corporation, held a signing ceremony for an agreement on Special Contribution to Trade Insurance Fund.
According to the agreement, the three private banks will inject total of KRW 200 billion to the Trade Insurance Fund. The injected amount is almost 24% of the total Trade Insurance Fund of KRW 1 trillion 263 billion as of April, and the largest private contribution since the foundation of Korea Trade Insurance Corporation in 1992.
The three banks and Korea Trade Insurance Corporation are to create the trade insurance of KRW 5 trillion sized coverage with the special contribution to support the export companies with strong growth potential but had not been benefited from the Trade Insurance Fund.
MOTIE is also to designate the Real-Time Cash Management System (RCMS) Bank that supports SMEs using the profit from R&D fund deposited thereto next month. RCMS is the R&D budget management system MOTIE introduced in 2010 to improve the transparency and efficiency of the use and management of its R&D budget. The RCMS account keeps the allocated R&D fund until it is actually used, generating interest on the deposits.
MOITE is planning to consolidate its R&D fund scattered in 14 different banks to the RCMS Bank and use the interest from consolidated deposit to support SMEs by supplying capital, buying risk-hedging products and providing consultation for overseas expansion.
MOTIE is to accept application for RCMS Bank until the 11th next month and designate a bank in late June.
산업부, 시중은행 특별출연으로 중기에 5조 규모 무역보험 지원
산업통상자원부는 20일 소공동 조선호텔에서 기업은행, 외환은행, 국민은행 3개 은행과 무역보험공사가 참여한 가운데 무역보험기금 특별출연 업무 협약식을 가졌다.
협약에 따라 3개 은행은 1000억원씩 총 3000억원을 무역보험기금에 출연한다. 4월 기준 무역보험기금 1조2630억원의 24%에 달하는 것으로, 지난 1992년 무역보험공사 설립 이래 최대 규모 민간 출연이다.
3개 은행과 무역보험공사는 특별출연 재원으로 5조원 규모 무역보험을 조성해 수출 기업을 지원한다. 성장 가능성이 높지만 제도 사각지대에 놓인 기업이 주요 지원 대상이다. 분야별로 △수출 단계별 맞춤형 무역금융 지원(2조원) △중소형 플랜트 수주 지원(1조원) △조선 기자재 제작 자금 등 선박금융(2조원)에 총 5조원 규모 무역보험을 신규 제공한다.
산업부는 R&D 예산 예치 수익을 활용해 중소•중견기업을 돕는 `RCMS(Real-time Cash Management System) 금고은행`도 다음달 선정할 예정이다.
RCMS는 산업부가 연구비 사용•관리의 투명성과 효율성을 제고하기 위해 2010년 도입한 연구비 관리시스템이다. 연구 수행기관이 실제로 연구비를 사용하기 전까지 RCMS 관리 계좌에서 예치 수익이 발생한다.
산업부는 현재 14개 은행에 분산 예치된 R&D 자금을 RCMS 금고은행에 집중 예치하고, 여기서 나오는 수익을 기반으로 중소•중견기업을 지원할 방침이다. 지원 내용은 자본조달, 위험관리상품, 해외 진출 자문 등이다.
산업부는 다음달 11일까지 금고은행 신청서를 접수한 후 6월 말 금고은행을 선정, 협약을 체결할 계획이다.
