SEOUL, KOREA – The Korean government is poised to re-start negotiations on a Korea-Russia FTA in five years. On Tuesday, the Korean government said that it will make efforts to resume negotiations on a Korea-Russia FTA at an earlier date. The Korean government explained that as Russia announced its entry to the WTO in August of last year, we look to lay the foundations for smoothly addressing trade matters between Korea and Russia and tap opportunities arising from the Russian market.
S. Korea and Russia attempted to strike an FTA twice back in 2008, but Russia’s unilateral withdraw from the negotiations derailed the process.
The Korean government believes that great business opportunities will arise from Russia’s growing demand for infrastructure construction, such as roads and ports, in the process of Russia’s push for the development of the Far East and Siberia. In particular, on the healthcare and medical front, the Korean government is studying the possibility of exporting IT-based digital medical examination centers to Russia.

러시아와 FTA 5년 만에 재추진
정부가 러시아와 자유무역협정(FTA)을 5년 만에 재추진한다.
정부는 현오석 경제부총리 겸 기획재정부 장관 주재로 21일 정부서울청사에서 대외경제장관회의를 열고 한-러 FTA 논의를 조기에 재개하겠다고 밝혔다. 지난해 8월 러시아의 세계무역기구(WTO) 가입 발표 이후 러시아 시장을 선점하고 양국 통상문제를 해결할 수 있는 안정적인 기반을 마련하기 위한 차원이라고 정부는 설명했다.
정부는 한-러 경제공동위원회, 한-러 비즈니스 다이얼로그 등 협력 채널을 활용해 FTA 협상 재개 여부를 논의할 예정이다. 한국과 러시아는 2008년에 두 차례에 걸쳐 FTA 체결을 추진한 바 있다. 하지만 러시아의 일방적 중단으로 협상이 결렬됐다.
정부는 러시아가 극동•시베리아 지역을 개발하는 과정에서 도로•항만 등 인프라 건설 수요가 늘 것으로 보고 한국 기업의 참여 가능성을 크게 보고 있다. 특히 보건•의료 사업의 경우 의료와 정보기술(IT)을 연계한 디지털 검진 센터 등의 진출 가능성을 타진하고 있다. 러시아는 2009년 이후 IT와 에너지, 원자력 등 5대 산업을 육성하는 경제현대화정책을 추진하고 있어 우리와 협력할 부분이 많이 있다.
현오석 부총리는 “최근 중국과 일본 등 경쟁국들이 러시아와 경제협력을 늘리고 있지만 우리는 아직 단순교역 위주에 머물러 있다“면서 “올해 한-러 경제과학기술공동위와 정상회담이 예정돼 있는 등 러시아의 중요성이 커지고 있다”고 밝혔다.
