Foreign companies are now able to invest in such sectors as computer programming, system integration and the related management business, and data processing, hosting and other service businesses related to information service. And a government-funded research institute can be now selected as a consignee to carry out the R&D work on geospatial information system.
The government had a cabinet meeting on June 4 and passed a bill to amend Foreign Investment Promotion Act, 28 bills on the Presidential Decree and 10 bills on the proclamation of laws.
The information communications service sector that can greatly contribute to the national economy by creating jobs and introducing cutting-edge technologies has been included in the designated areas into which foreigner can make investments. Thanks to the decision made by the government, foreign vendors can now participate in computer programming, system integration and its relevant management business, and data processing, hosting and related service business of the information service sector after going through the deliberation of the committee on foreign investments.
In addition, the power of the ombudsman of foreign investment enterprises will be enhanced in order to efficiently address complaints of foreign investors and to improve related regulations. When an organization is advised to make improvement for foreign investors by the ombudsman, it should report to the ombudsman on the result within 30 days.
The government also passed a bill to revise the act on geospatial information system. Government-funded research institutes, organizations that support the promotion of geospatial information business, associations of surveying and mapping, university research institutes are now able to be contracted to the relevant R&D work which has been so far consigned only to National Information Society Agency, Korea Cadastral Survey Corporation and Korea Communications Agency.

외국인 투자지역으로 지정할 수 있는 업종에 컴퓨터프로그래밍과 시스템통합(SI) 및 관리업, 정보서비스 자료 처리, 호스팅 및 관련 서비스업 등이 추가됐다. 또 공간정보체계 연구·개발 업무 위탁대상 기관이 정부출연연구기관 등으로 확대된다.
정부는 4일 서울청사에서 정원홍 국무총리 주재로 국무회의를 열고 `외국인투자 촉진법 시행령 일부 개정령안` 등 대통령령안 28건과 법률공포안 10건을 의결했다. 이번에 의결한 `외국인투자 촉진법 시행령 일부 개정령안`은 지난해 12월 `외국인 투자 촉진법`을 개정한데 따른 후속 조치다.
고용창출과 첨단기술 도입 등 국민경제에 기여가 큰 정보통신서비스 업종을 외국인 투자지역 지정 대상에 추가했다. 이번 조치로 외국인투자자가 투자를 희망할 경우 외국인투자위원회 심의를 거쳐 컴퓨터프로그래밍과 시스템통합 및 관리업, 한국표준산업분류상의 정보서비스업 중 자료처리와 호스팅 및 관련 서비스업 등에 투자할 수 있게 됐다.
외국인투자기업의 애로 사항 및 관련 규제 개선을 효율적으로 추진하기 위해 외국인투자옴부즈만 권한도 강화했다. 즉, 외국인투자옴부즈만의 개선 권고를 받은 기관은 30일 이내에 처리 결과를 외국인투자옴부즈만에 통보해야 한다. 또 양질의 외국인 투자를 위해 외국인투자기업이 수의계약으로 국유 및 공유재산을 임대 혹은 매입할 경우, 외국투자자가 해당 외국인투자기업의 의결권 있는 주식 총수 또는 출자총액의 100분의 30 이상을 소유하고, 또 수의계약을 체결한 후에 그 투자비율을 최소 5년간 유지하는 것을 원칙으로 했다.
`국가공간정보에 관한 법률 시행령 일부개정령안`도 의결해 공간정보체계 구축 및 활용에 필요한 기술연구 및 개발 업무를 한국정보화진흥원·대한지적공사·한국방송통신전파진흥원에만 위탁할 수 있었는데, 이를 확대해 정부출연연구기관·공간정보산업진흥지원기관·측량협회·학교부설 연구소·기업부설 연구소 등에도 맡길 수 있게 했다.
