SEOUL, KOREA – “With a surge in fixed and wireless traffic, building world-class network infrastructures for the Internet, wireless services and broadcasting is urgently needed. In addition, a giga-level wireless LAN access environment should be built along with the creation of an open smart work ecosystem,”Choi Mun-kee (President Park Geun-hye's science minister nominee) wrote in his report on networks and infrastructure policy, which was revealed on Monday by the Institute for the Future of State (IFS).
Choi also called for establishing “Internet principles,“ which maintain Internet openness, support unbridled usage and innovative development and guarantee a unrestrained usage environment and safety.
Citing that the corporate sector’s Internet usage rate is lower than those for the government and individuals and SMEs using the Internet heavily take on more hires than other SMEs, Choi also hinted at Internet-based ways to encourage SMEs to create jobs.
In another report on strategies to foster software talent, Choi said, “Computer science departments should take an experience-based approach in nurturing future software experts. By doing so, 100 universities should develop capabilities for producing 100 software experts per year.

최문기 미래부장관 내정자 "모바일 인프라 고도화•인터넷 원칙 정립 필요"
최문기 미래창조과학부 내정자가 박근혜 대통령의 대선 과정 `싱크탱크` 역할을 한 국가미래연구원(미래연) 시절 △모바일 인프라 고도화 △협업 기반 스마트워킹 △빅데이터 생태계 조성 △인터넷 자유로운 이용 보장 등이 필요하다고 주장한 것으로 나타났다.
18일 미래연이 공개한 최 내정자 명의의 `네트워크와 인프라 정책` 보고서에 그는 “유무선 트래픽이 급증해 세계 최고 수준으로 인터넷, 무선, 방송의 네트워크 인프라 확충 필요성이 시급하다”고 주장했다. 또 “기가(Giga)급 무선랜 접속환경울 구축하고 개방형 스마트워크 생태계를 조성해야 한다”고 강조했다.
최 내정자는 `인터넷 개방성을 유지하고, 자유로운 이용과 혁신적 개발을 지지하며, 자유로운 이용환경과 안전을 보장`하는 `인터넷 원칙`을 정립할 필요가 있다는 의견도 제시했다.
기업부문의 인터넷 활용률이 정부, 개인에 비해 낮고 특히 인터넷 활용률이 높은 중소기업의 고용증가 비중이 94%로 그렇지 않은 기업의 70%보다 압도적으로 높다는 점도 사례로 들어, 인터넷 기반의 중소기업 고용창출 정책 방향도 내비쳤다.
이날 함께 공개된 `소프트웨어 인력 양성 전략` 보고서에서는 “기존 컴퓨터공학과와 차별된 실습 위주 교육을 통해 100개 대학에서 각 연 100명의 SW전문인력을 배출할 수 있는 능력을 갖춰야 한다”고 주장했다.
이밖에 △중소 SW기업 직원 재교육 정부 책임제도 △산업단지내 SW전문대학(QWL) 설립 △소액 엔젤 투자-창업 가속화 지원을 묶은 SW분야 `스타트업` 투자 전문 펀드 등의 필요성도 역설했다. 이 보고서는 최 내정자와 윤창번 KAIST 교수•이병기 서울대 교수•김진형 KAIST 교수 등 4명이 함께 썼다.
