SEOUL, KOREA– An intelligent transport system (ITS) project, in which information and communication technologies are applied in the field of road transport, including infrastructure, vehicles and users, will be implemented as one of the Park Geun-Hye administration’s national tasks.
The Ministry of Land, Infrastructure and Transport (MOLIT) said Tuesday it has decided to implement an ITS master plan, aimed to turn transport networks nationwide into smart roads, as one of the government’s major national tasks.
The ITS master plan ultimately seeks to bring traffic accident and death rates down to naught by building intelligent roads that combines smart cars with smart roads and communications. MOLIT plans to set up ITSs on 5% of the national roads and 3% of the local roads within three years. 20% of Korea’s highways and 15% of the nationa's state and local roads will embrace ITSs in the mid-term and then all the rest will be equipped with ITSs by 2030.
To that end, MOLIT has decided to follow through with the ITS Plan 2020, which was drawn up in the first half of last year to lay the groundwork for vehicle-to-infrastructure (V2X) telematics by 2020. To spread the use of in-vehicle communication terminals needed for V2X, MOLIT will push a bill requiring finished car makers to install V2X communication terminals in their cars.

지능형교통체계(ITS) 구축, 박근혜 정부 국정과제로 추진
스마트카와 통신, 도로 인프라가 융합한 `지능형 도로 구축사업`이 박근혜정부 국정과제로 추진된다.
국토교통부는 전국 모든 교통망을 지능형도로로 구축하는 것을 핵심으로 하는 지능형교통체계(ITS) 마스터플랜을 주요 국정과제로 추진하기로 했다고 2일 밝혔다.
ITS 마스터플랜은 도로와 통신, 스마트카를 융합한 지능형도로를 구축, 최종적으로 교통사고사망률을 제로로 만드는 게 목표다. 국토부는 3년 안에 국도의 5%와 지방도의 3%에 ITS를 구축한다는 계획이다. 중기적으로 고속도로의 20%와 국도 및 지방도 15%에 ITS를 도입한 뒤 2030년까지 국내 모든 도로를 지능화하기로 했다.
이를 위해 지난해 상반기 마련한 `ITS 플랜 2020`을 지속 추진하기로 했다. ITS 플랜 2020은 2020년까지 자동차와 자동차, 도로기지국(V2X) 간 통신할 수 있는 기반을 구축하는 작업이다. 이 작업에 필요한 웨이브(WAVE) 주파수를 미래부, 방통위 등과 협의해 올해 안에 할당받는 방안을 강구하기로 했다. 도로 위에 실제로 자율주행차량(무인자동차)이 달릴 수 있도록 관련 법령 보완작업도 병행한다.
V2X에 필요한 자동차용 통신단말기 보급 확대를 위해 완성차업체가 단말기를 의무장착하도록 하는 법안도 추진하기로 했다.
아울러 ITS 선도기술을 개발하기 위해 `ITS 메가 R&D 계획`을 중점 추진하기로 했다. 이 계획은 안전·지능·환경·복지·효율 5개 분야에서 ITS를 최대한 활용하기 위한 기술을 개발하는 것이 목표다. 연말까지 타당성 검토를 마치고 내년 연구개발에 들어간다는 방침이다.
이미 미국, 일본과 ITS 분야에서 협력하고 있는 국토부는 6월 유럽연합(EU)과도 MOU를 교환하고 글로벌 협력 범위를 확대하기로 했다.
국토부 관계자는 “ITS는 교통사고를 줄여 국민의 삶의 질을 높일 수 있다는 점에서 새 정부 국정철학인 `국민이 행복한 삶`과 일맥상통한다”면서 “정부가 확고한 의지를 가지고 ITS를 육성할 것”이라고 말했다.
